Can a filter make it harder for a goldfish to swim?

i bought a new tank for my goldfish a big cylinder one with a filter because he wasn't getting enough air in his goldfish bowl but it seems like the filter might be making it more difficult for him to swim because sometimes he really flaps his fins pretty hard to move and if he's near the bottom eating bubbles off the fake plants his backside will start lifting up. he's swimming fine right now. just in case it matters the new tank is an aquaview 360
