Best 7.62x54r surplus?

I've bought a decent amount of 7.62x54r surplus for my M39 and M91/30, and I've had great experiences until this last batch that I got. Ive had the czech silvertip, and bulgarian light ball, but recently I got some Russian 1977 production light ball which sucks. With the bulgarian I was able to consistently shoot 2 inch groups at 100 yards with the M39, now im lucky to get a 5 inch group in either guns, and my m38 carbine? You might as well forget about hitting anything but an elephant at 25 yards. Whats a really good surplus thats out right now? It can be on any site, doesnt matter.
