Well as you got him from a BYB or a puppy mill, judging from the fact that you got him weeks to early, he could have a lot of issues ranging from poor care from the breeder to skin allergies. he is way to young to understand what you want as far as potty training and using puppy pads only teach them to go inside as it is you need to take him outside to use the potty.
