I met a guy i really like but i dont know the rules to starting a relationship anymore?

I met a guy while i was out shopping...he seemed to be hanging around me for a long time but i figured he was looking for something but he kept walking in and out the store. I didnt pay it a lot of attention because he was so cute that i didnt think he was even looking my way..when i left the store he was blocking my car in and asked me if he could get my number we exchanged phone numbers since then we hang out at least 2 x a week...he is mature has a great job and his own place...but it seems like he is wary of women and not looking for a relationship....so im not sure what to do at this point everytime he calls i pick up the phone which my sister said is a bad idea it makes me look like im too available, i say ok each time he wants tohang out i speak to him almost everyday....i been out of the dating scene so long i dont know if this is the way to go about this...should i ignore him on occasion...not come around too much what do i do
